The ANPG (Agência Nacional de Petróleo, Gás e Biocombustíveis) is Angola's national oil, gas and biofuels agency, serving as the national concessionaire responsible for managing the country's petroleum exploration and production contracts. Established as part of President João Lourenço's institutional reforms, the ANPG assumed regulatory functions previously held by Sonangol, separating the commercial and regulatory roles that had been concentrated in a single entity.
For the Kaminho project, the ANPG is the concessionaire for Block 20/11. ANPG Chairman Paulino Jerónimo was present at the FID announcement and stated: "The first development in the maritime zone of the Kwanza basin is important to showcase the opening of new oil frontiers in Angola, and it's part of our strategy to keep Angola on the top of African oil producers, bringing important income to our economy."
Key Functions
The ANPG's mandate includes: managing petroleum concessions and production sharing agreements, conducting licensing rounds for open acreage, monitoring operator performance and contract compliance, collecting and managing geological and geophysical data, overseeing local content requirements, and coordinating with the MIREMPET on sector policy implementation.
The ANPG played a critical role in enabling the Kaminho FID — TotalEnergies CEO Patrick Pouyanné explicitly credited "close collaboration with the concessionaire ANPG" as essential to making the $6 billion investment decision possible. The agency's institutional credibility is central to Angola's ability to attract international investment into frontier basins like the Kwanza Basin.
